2026 Michel Breau Community Cup Rules

ZERO TOLERANCE: Taunting or berating of officials, players staff or tournament volunteers will not be tolerated under any circumstances by parents, players, team officials or other spectators. We reserve the right to eject any person whom we deem to be acting in an improper manner and accept no liability in connection with such ejections.

Playing Rules
The Michel Breau Community Cup playing rules are recognized by Hockey Eastern Ontario Minor except as noted. The HEO Minor Code of Discipline and the EMHA Code of Discipline (available at https://www.eastendstorm.ca shall apply to all teams, except as noted.

  • Any player receiving three penalties in one game will be ejected from that game.
  • Fighting will not be tolerated and will result in the player being suspended from the tournament.
  • Gross misconducts will result in expulsion from the tournament.
  • Body checking will not be permitted.
  • Players are required to wear neck guards for all tournament games.
  • A player that does not play at least one shift in the round robin games may not play in any playoff games unless the player is serving a suspension, and the suspension is served in full before the playoff round commences or the player is not playing due to injury.
  • A player may only play for a single team during the tournament.
  • Teams are not allowed to request stick measurements.

Dressing Room Policy
No one, other than players, coaches and trainers are allowed in the dressing rooms and the hallways leading to the dressing rooms before and after games. A maximum of four coaches and one trainer are permitted. Please respect this rule and notify your parents that this will be enforced, and their cooperation is appreciated.

Start time
Teams must be prepared to move up the start time of their games by 20 minutes. There are extra minutes built into the schedule and a mercy rule is in effect. If teams are not ready to start their games 20 minutes before their start time, they may forfeit such games at the discretion of Tournament Administration. Due to the nature of our scheduling, time restrictions will be strictly enforced. Games will have a 48-minute curfew.

Round Robin Games
All round robin games are stop time. Teams may NOT go on the ice before the Referees. Teams should be ready to commence play immediately following the conclusion of the two-minute warm-up clock.

  • Two-minute warm-up
  • Three 10-minute periods stop time.
  • Last five minutes of the third period is running time if goal differential is five or more
  • No timeouts allowed during round robin games. One 30-second timeout allowed in quarter, semi & final games.

Standings
Standings will be based on points: two (2) points for a win, one (1) point for a tie.

The top 2 teams of U15A from each pool will advance to the playoff round

The top 6 teams of U15B will advance to the playoff round, with the top 2 getting a bye to the semis.

If there is a tie among teams, the tie will be broken as follows:

  • The head-to-head result involving the teams tied (two-way ties only or if one team has beaten all others they are tied with).
  • The team with the most wins in round robin play
  • The best ratio of goals for divided by (Goals For + Goals Against), in round-robin games.
  • The team with the lowest number of penalty minutes accumulated in round robin play.
  • The team with the lowest number of goals against.
  • A toss of a coin by the tournament coordinator or someone designated by them.

Note: in the event of a three-way tie, there will be no reverting back to a previous tie-breaking step as each seed is determined.

Playoff and Final Games

All playoff games are stop time. There are no curfews. Teams may NOT go on the ice before the Referees. Teams should be ready to commence play immediately following the conclusion of the two-minute warm-up clock.

  • Last five minutes of third period is running time if goal differential is five or more
  • No timeouts allowed during round robin games. One 30-second timeout allowed in quarter, semi & final games.

Overtime
Overtime will be played only in playoff and championship games. Overtime shall be conducted in a series of sudden death overtime periods. Overtime will consist of:

One sudden-death period comprised of four (4) minutes stop time in length with teams playing with three (3) skaters plus a goaltender. Substitutions are allowed. 

If still tied a shootout with 3 skaters from each team. The coach of each team will provide the game officials with the list of these three players immediately following the final overtime period. The team that scores the most goals with these three skaters will be declared the winner. Whichever team has had the fewest penalty minutes will have the option of shooting first or last. If the teams have had the same number of penalty minutes in the game, the home team will shoot last. Once the order is determined, it will remain the same for future rounds of shootout. Both players from the teams will shoot at the same time.

If still tied, a sudden-death shootout with one player from each team. Each shooter must not have participated in any prior round of the shootout. Whichever team shot first in the previous round will once again shoot first. Both players will shoot at the same time.

Repeat the step above until no skater remains that has not yet participated from either team. At this point the shootout will continue in reverse order starting with the player who has most recently shot. This will continue until a winner is decided.

Protests
Protests will be heard by the Tournament Executive committee. All protests and disputes must be accompanied by a $200 deposit that will be returned if your protest is successful. A protest may only be heard if it is brought to the attention of the tournament chairperson or their delegate within one (1) hour of completion of the game in question. A formal written submission can follow the initial notification. A hearing and ruling will be completed prior to the team's next scheduled game.

NO PROTEST REGARDING THE DECISION OF AN OFFICIAL WILL BE HEARD. 

All decisions made by Tournament Administration, or their delegates, are final.

Checking In to the Tournament
Registration will take place at the arena, one hour prior to the start of your first game. Note: If your game is the first game of the day at your arena, registration will start one hour prior to game time. All teams must register at the tournament desk. Failure to register then may result in ejection from the tournament. The coach and/or manager from each team must attend the tournament desk and provide any additional documents. Players do not need to be present at registration. We will receive the following information in advance:

  • Official Team Roster listing jersey #, player name, player birth date and coaching staff must be included with roster information. Ensure to list any suspended players.

We will asked when you check into the tournament:

  • 20 game sheet labels
  • Any additional such as Travel permit (any team outside of Hockey Eastern Ontario are required)

Teams are required to show proof of their player’s age If asked. This information will not be kept by the tournament.

All-Star Game
There will be two games one at U15A and another at U15B. Each team will receive in advance the list of players . Typically it will be 3 to 4 players from each team. Each goalie will get to play a period.

Prior to the game, each player must check in at the tournament desk, where they will be assigned a jersey. Please note no players who may be suspended can participate in the All-Star game.

Cancellation
Teams that withdraw prior to November 15th will be assessed 50% of their entry fee. Teams that withdraw on or after November 15th will not be issued a refund under any circumstance.

The tournament coordinator reserves the right to change or alter these rules at any time without prior notice in order to act in the best interest of the tournament. Any team, team official and/or individual connected to a team that is trying to skirt, avoid, lie or deceive in any way or form, the team will forfeit the remainder of their tournament play and possibly be banned from future EMHA tournaments.
